Bastrop County Precinct 1

For 21 years, Christol “Dominica” McGinnis has lived in and served Bastrop’s Community as a small business owner and a volunteer.  A former Army Captain (Military Police), she now serves as a professional leadership coach and consultant to senior leaders, government officials, attorneys, and licensed professionals in organizations of all sizes. Dominica is probably most known for her direct approach,  ability to facilitate the most challenging conversations, and skilled leadership style.

Recognizing that Bastrop is facing an unprecedented period of growth, her goals are to strategically build upon the infrastructure and foundation already established in Precinct 1 while also keeping the community feel that has made Bastrop a great place to live and work.

A conservative Republican, Dominica is endorsed by current Bastrop County Commissioners – Mel Hamner and Clara Beckett, former Precinct 1 Commissioner – Johnny Sanders, and Bastrop County Conservatives.

What Does a Commissioner Do?

A commissioner is one of four elected officials that sits on the Commissioner’s Court, along with the presiding County Judge. The Commissioners Court is the governing body of the county with the principal focus on law enforcement, health and social service delivery, the judicial system, road construction and infrastructure.  Many state and county administrative responsibilities rest with the court. The Commissioners Court serves as both the legislative and executive branches of county government and has budgetary authority over all county departments, including those headed by other elected officials. Commissioners Court provides oversight over 14 broad areas:

  1. Roads and Bridges – Construction and maintenance of roads, bridges, and infrastructure in the county that are not part of the state highway system

2. Personnel – Fills vacancies, and sets salaries, expenses, and other allowances for elected and appointed officials

3. Offices, Boards, and Commissions – may create offices, boards, and commissions to carry out certain purposes

4. Operating Facilities – Provide and maintain all county public facilities, acquire, lease, or sell county land

5. Bonding Authority – may issue bonds for certain purposes and are also responsible for management of debt incurred by the sale of such bonds

6. Contracting Authority – Enter into contracts or cooperative agreements with other local governments, the state, or private entities

7. Elections – responsible for the holding of general and special elections of the county including those authorizing creation of special districts, issuance of bonds, and other purposes

8. Regulatory Responsibility – Conduct statutorily specified regulatory responsibilities and may act in an advisory role with state agencies

9. Fiscal Operation – Financial responsibility for the county, setting the tax rate, authorizing expenditures, and issuing bonds

10. Public Health and Welfare – Provide or contract public health and welfare services which may include hospitals, social services, libraries, parks, emergency management programs, sanitation, and fire department services

11. Administrative Duties – Provide for the administrative operation of the commissioners court

12. Judicial Responsibilities – Shall provide a suitable place for detention of court-related children and adults and provide for other judicial responsibilities at the county level

13. Public Works – Broad responsibilities relating to water supply, irrigation and drainage, waste disposal, clean air, and agriculture

14. Juveniles – Establishment of detention homes for delinquent juveniles, children’s advocacy centers, and child abuse prevention plan
